Our Commitment

The ICTA portal is committed to providing an inclusive and user-friendly experience for all learners, trainers, and partners of the Department of Information and Communications Technology. We continuously improve the portal to ensure that persons with disabilities and users of assistive technologies can access essential digital training services.

Accessibility Standards

Our design and development practices are guided by the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. We prioritize perceivable content, operable interfaces, understandable workflows, and robust implementation so the portal remains compatible with modern browsers, screen readers, and alternative input devices.

Measures We Implement

  • Semantic HTML structure, proper heading hierarchy, and descriptive labels for forms and controls.
  • Keyboard-focus management and skip-to-content links in key user flows to assist non-mouse navigation.
  • Color-contrast checks and scalable typography to support users with low vision.
  • Captioning or transcripts for multimedia learning assets when they are provided by program teams.
  • Regular security and usability assessments to ensure accessibility enhancements do not compromise data protection.

Compatibility and Limitations

The portal is optimized for the latest versions of major browsers including Google Chrome, Mozilla Firefox, Microsoft Edge, and Safari. Some legacy browsers may not fully support responsive layouts or advanced accessibility features. We recommend keeping your software and assistive technologies up to date for the best experience.

Continuous Improvement

Accessibility is an ongoing process. The ILCDB-TMD collaborates with learners, internal stakeholders, and government partners to identify barriers and prioritize remediation. Enhancements are scheduled alongside regular feature releases so that accessibility remains a core quality metric of the portal roadmap.

Support and Feedback

If you encounter an accessibility barrier or require materials in an alternative format, please contact the ILCDB Training Management Division at support.academy@dict.gov.ph or call (02) xxxx xxxx local xxxx. Kindly include details about the issue, the assistive technology you use, and the specific page involved so we can respond promptly.

Alternative Access Channels

Learners may request human assistance for enrollment, profile updates, or document submission through DICT Regional Offices and partner training centers. We are committed to coordinating with you to identify reasonable accommodations that uphold both accessibility and information security requirements.
